Contrary to Young's assertion, failure would be the best option - from a taxpayers point of view, especially while PIIGS are falling like dominoes. Canada is not immune. PanAm should be canceled and no funds put into ANY non productive infrastructure - at least until enough wealth producing jobs are created to comfortably sustain the expense.
