Garbage limit change brings concerns over illegal dumping - One bag limit starts today

Ward 7 (east Mountain) councillor Tom Jackson knows first-hand there is more illegal dumping of waste occurring in the city.

Before going to bed one evening, he put out his one bag of garbage at the curb in front of his house. But the next morning, two additional bags of garbage had materialized beside his lone bag.
