SPCA and Animal Control beset by confusing roles and overcrowding

Last week it was a truckload of stray dogs from Timmins. This week it’s 130 dogs from Louisiana. That’s just business as usual at the Hamilton/Burlington SPCA (HBSPCA). Since the facility at Dartnall has been open (1996), Hamilton’s SPCA has not only been home to local stray animals, it also has taken in thousands of unwanted pets from out of town which would have otherwise been euthanized.
