A former Burlington Citizen of the Year, who’s also a founding member of Halton’s Crime Stoppers program and acknowledged by many as a tireless local volunteer for more than 45 years, has been charged with defrauding the Royal Canadian Army Cadet Corps.
The Halton police regional fraud unit has laid five charges against Stuart Chapman, Burlington’s Citizen of the Year for 1998, after a lengthy investigation.
Halton Det. Duncan Taylor said police were contacted by the cadet organization in late April 2008 when several inconsistencies were noticed.
Police say that between September 2006 and September 2008 Chapman was the volunteer chair of support in charge of finances with the Royal Canadian Army Cadet Corps in Burlington.
